The Chosen Key Word in this Chapter is “Measuring line” it comes from the Hebrew Word “chevel middah” which means “measuring line.”

Zechariah lifts his eyes, and looks, and sees a man with a “measuring line,” “chevel middah” in Hebrew, in his hand, asking where he goes, the man answering to measure Jerusalem, to see what is the breadth of it, and what is the length of it, the angel that talked with him going forth, and another angel going out to meet him.
Zechariah records the angel telling the young man to run and speak, saying Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle in it, for He will be to her a wall of fire round about, and will be the glory in the midst of her, urging those still in Babylon to flee from the land of the north, for He has spread them abroad as the four winds of the heaven, urging Zion to deliver herself, she who dwells with the daughter of Babylon.
Zechariah records the Lord’s declaration that after the glory has He sent him to the nations which spoiled them, for he who touches them touches the apple of His eye, for behold, He will shake His hand upon them, and they shall be a spoil to their servants, urging the daughter of Zion to sing and rejoice, for He comes, and He will dwell in the midst of her, promising many nations shall be joined to the Lord in that day, and shall be His people, and He will dwell in the midst of them, closing with a call for all flesh to be silent before the Lord, for He is raised up out of His holy habitation.
Zechariah’s vision of the man measuring Jerusalem’s dimensions, only to learn the coming city will spill beyond any conceivable wall, reveals genuine divine ambition for restoration exceeding anything the returned exiles could reasonably plan or construct themselves. His striking image, God Himself serving as a wall of fire round about His people, offers a vivid picture of protection through God’s own active presence rather than merely human defensive engineering.
