Paul continues expressing his heart’s desire and prayer for Israel’s salvation, acknowledging their genuine zeal for God, though not according to accurate knowledge, since, seeking to establish their own righteousness, they have not submitted themselves to the righteousness of God found in Christ, “for Christ is the end of the law for righteousness to every one that believeth.” Paul contrasts the righteousness that comes by the law, requiring perfect performance, with the righteousness that comes by faith, which does not require ascending to heaven or descending into the deep to bring Christ near, “the word is nigh thee, even in thy mouth, and in thy heart.” Paul explains the simple, accessible nature of this salvation. “If thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.” The Greek word for confess is “homologeo,” meaning to agree or declare openly. Paul insists that “whosoever shall call upon the name of the Lord shall be saved,” and that this promise applies without distinction between Jew and Greek, since the same Lord is rich in mercy to everyone who calls upon Him. Paul then asks a rhetorical chain of questions, how can people call on someone they have not believed in, how can they believe without hearing, and how can they hear without a preacher, and how can anyone preach unless they are sent, concluding, “So then faith cometh by hearing, and hearing by the word of God.” He acknowledges with real sadness that not all Israel has obeyed this gospel, quoting Isaiah’s lament, “Lord, who hath believed our report?” and closes describing God stretching out His hands all day long to a disobedient and gainsaying people, still patiently reaching toward them despite their resistance.
Salvation, according to this chapter, was never meant to be a complicated spiritual achievement requiring extraordinary effort. It is as near and simple as a heartfelt confession and belief, available to whoever calls, without exception. That same accessible simplicity remains true for anyone reading this passage today.
