Asaph declares thanks unto God, for His name is near, His wondrous works declaring this, describing how when he shall receive the congregation, he will judge uprightly, the earth and all its inhabitants being dissolved, but God bearing up its pillars.
Asaph addresses the foolish, urging them to deal not foolishly, and to the wicked, urging them not to lift up the “horn,” “qeren” in Hebrew, a symbol of strength and pride, warning them not to lift up their horn on high, nor speak with a stiff neck, since promotion comes neither from the east, nor from the west, nor from the south, but God is the judge, putting down one, and setting up another.
Asaph describes a cup in the Lord’s hand, full of mixed wine, poured out, all the wicked of the earth wringing out and drinking its dregs, declaring he will praise this forever, singing praises to the God of Jacob, promising to cut off all the horns of the wicked, but the horns of the righteous shall be exalted, a brief but pointed psalm reminding readers that ultimate exaltation and judgment rest entirely in God’s own sovereign hands rather than human striving or ambition.
