Despite the previous chapter’s severe judgment, God immediately begins speaking about offerings Israel will make “when ye be come into the land of your habitations,” a striking sign that His long-term promise to bring their descendants into Canaan remains completely intact. Detailed instructions follow for grain and drink offerings accompanying various animal sacrifices, along with a consistent reminder that “one law” shall apply equally to native Israelites and any stranger dwelling among them.
God commands that a portion of the first dough from the land be offered as a heave offering, “terumah” in Hebrew, meaning a contribution lifted up and set apart for the Lord, throughout their generations. Instructions follow distinguishing between unintentional sin, which requires a specific atoning sacrifice, and deliberate, defiant sin, “with an high hand,” which cannot be atoned for through sacrifice at all, since that person has despised the Lord’s word and reproached Him directly, and must be cut off from the people.
A specific incident illustrates this distinction, a man found gathering sticks on the Sabbath is brought before Moses, and since the specific penalty is not yet clear, God commands that he be put to death by stoning outside the camp, a sobering example of deliberate disobedience. The chapter closes with the command to make fringes, “tzitzit” in Hebrew, on the corners of their garments with a blue thread, serving as a visible, constant reminder to remember and obey all of God’s commandments rather than following their own hearts and eyes.
Right after judging an entire unbelieving generation, God immediately turns to instructions for the land their children would still inherit. His discipline never canceled His covenant promise. Even in the middle of real consequences, God kept preparing His people for the future He still fully intended to give them.
