The Chosen Key Word in this Chapter is “Lot” it comes from the Hebrew Word “goral” which means “lot.”

The tribe of Judah receives its inheritance “by lot,” “goral” in Hebrew, with its boundaries described in extensive, careful detail, stretching from the south border along the coast of Edom to the wilderness of Zin, and extending westward to the Mediterranean Sea, encompassing a vast, significant portion of the promised land.
Caleb’s earlier request from the previous chapter is fulfilled here in more detail. He drives out the three sons of Anak from Hebron, and offers his daughter Achsah in marriage to whoever captures Kirjathsepher, which his nephew Othniel successfully takes. When Achsah asks her father for springs of water to go along with the dry southern land she has received, Caleb generously grants her both the upper and nether springs, reflecting the same generous spirit Caleb showed throughout his life.
The chapter closes with an extensive listing of the many cities within Judah’s territory, organized by region, the south country, the valley, the mountains, and the wilderness, altogether numbering well over a hundred cities and their surrounding villages. It notes, however, that Judah could not completely drive out the Jebusites dwelling in Jerusalem, who continued living alongside the children of Judah “unto this day,” a detail that will have lasting significance throughout the rest of Israel’s history.
Even Judah, receiving the largest and most significant tribal inheritance, could not fully complete the conquest of their own territory, leaving the Jebusites still in Jerusalem. This small, honest admission foreshadows a recurring pattern throughout the rest of the Old Testament, unfinished obedience leaving lasting, unresolved consequences for later generations.
