Festus, the new governor, travels to Jerusalem, where the chief priests and Jewish leaders urge him to bring Paul there, secretly planning an ambush to kill him along the way. Festus instead invites them to come to Caesarea, where he will hear the case himself. When the Jews bring many serious but unproven accusations against Paul, he defends himself simply, insisting he has committed no offense against the law, the temple, or Caesar.
Wanting to please the Jewish leaders, Festus asks Paul whether he would be willing to go to Jerusalem for trial there instead. Recognizing the real danger, Paul exercises his right as a Roman citizen, declaring, “I stand at Caesar’s judgment seat, where I ought to be judged… I appeal unto Caesar.” The Greek word for this legal appeal is “epikaleomai.” Festus, after conferring with his council, confirms that Paul, having appealed to Caesar, will indeed be sent to Caesar.
Soon after, King Agrippa and Bernice arrive to visit Festus, and Festus explains Paul’s case to them, admitting he finds the charges confusing, since they involve questions about Paul’s own religion and “one Jesus, which was dead, whom Paul affirmed to be alive.” Agrippa expresses interest in hearing Paul himself, and the next day, with considerable pomp, Paul is brought before them, with Festus openly admitting he has nothing definite to write to the emperor about the actual charges against this prisoner he must send to Rome.
Paul’s decision to appeal to Caesar wasn’t panic or desperation. It was a calculated, legally sound move that guaranteed his safe transport to Rome, exactly where Jesus had already promised he would testify. Even navigating imperfect, politically motivated legal systems, God’s earlier promise to Paul continued moving steadily toward fulfillment.
