Samuel addresses all Israel, now that they have a king, reminding them he has led them faithfully from his youth to old age, and asking publicly whether he has ever wronged, defrauded, or oppressed anyone, or taken a bribe. The people affirm his complete integrity throughout his years of leadership, unable to name a single fault.
Samuel then reviews Israel’s entire history, recounting how God delivered their fathers from Egypt and repeatedly rescued them from oppression through judges like Jerubbaal, Bedan, Jephthah, and Samuel himself, whenever they cried out after falling into idolatry. He reminds them that even after seeing all this, they still demanded a king when threatened by Nahash, though the Lord was already their king.
To confirm the seriousness of their request, Samuel calls on the Lord to send thunder and rain during the dry wheat harvest season, a remarkable, unmistakable sign, and the people, terrified, beg Samuel to pray for them so they will not die for this additional sin of demanding a king. Samuel reassures them not to fear, since though they have done evil, God will not forsake His people for His great name’s sake, if only they will fear the Lord, serve Him in truth, and turn not aside after vain things. He promises to continue praying for them himself, considering it a sin to cease doing so, and closes with a clear warning, that if they still do wickedly, both they and their king will be swept away.
Samuel’s willingness to invite public scrutiny of his entire career, asking directly whether he had ever wronged anyone, models real accountability in leadership. His promise to keep praying for the very people who had effectively rejected his leadership style shows remarkable grace, refusing to let personal disappointment end his genuine care for the nation.
