Moses recites his song before the whole assembly of Israel, calling heaven and earth to listen, and describing his teaching as gentle rain and dew upon tender grass. He declares the perfection of God’s character. “He is the Rock, his work is perfect: for all his ways are judgment: a God of truth and without iniquity, just and right is he.” The Hebrew word for rock, “tsur,” repeats throughout this song as a central image of God’s unshakable steadiness and reliability.
Moses recounts God’s tender care for Israel in the wilderness, finding them in a desert land, leading, instructing, and keeping them “as the apple of his eye,” compared to an eagle stirring up her nest and spreading her wings to carry her young. Yet the song turns sharply, predicting that once Israel grows prosperous, they will “wax fat” and forsake the God who made them, turning instead to foreign gods, provoking Him to jealousy and anger, and bringing severe judgment as a result.
The song describes God’s judgment falling, yet ultimately turning toward compassion once Israel’s enemies grow proud, since God will avenge His people and have mercy on His servants when He sees that their own strength is gone. The song closes with a promise of ultimate vindication, that God will avenge the blood of His servants and be merciful to His land and people. After delivering this song, God tells Moses to go up Mount Nebo, where he will die, since, like Aaron, he was not permitted to enter the land because of his failure to sanctify God at the waters of Meribah.
Moses’ song functions as prophecy and warning rolled into one, accurately predicting Israel’s future unfaithfulness centuries in advance, yet still ending in a note of ultimate mercy and vindication. Even a song written specifically to testify against future rebellion still closes with hope, since God’s compassion, this song insists, would ultimately have the final word.
