Moses lists specific restrictions on who may enter the congregation of the Lord, excluding certain individuals and, notably, Ammonites and Moabites permanently, “because they met you not with bread and water in the way,” and because they hired Balaam to curse Israel, though God turned that curse into blessing instead. Edomites and Egyptians, by contrast, are permitted entry after a few generations, since Israel is instructed not to despise them, remembering their family connection to Edom and their own history as strangers in Egypt.
Moses gives specific instructions for maintaining cleanliness within a military camp, since “the LORD thy God walketh in the midst of thy camp,” requiring careful sanitation practices “that he see no unclean thing in thee, and turn away from thee.” He commands that an escaped servant not be returned to their master, but allowed to live wherever they choose without oppression, and forbids Israelite men or women from engaging in ritual prostitution, calling such practices “abomination,” “tow’ebah” in Hebrew.
Moses forbids charging interest to a fellow Israelite, though interest may be charged to a foreigner, and emphasizes the seriousness of vows, insisting that whatever is spoken with the mouth must be performed exactly as promised, though choosing not to vow at all carries no sin. Finally, Moses permits eating grapes or grain freely from a neighbor’s field while walking through it, but strictly forbids carrying any away in a container or using a sickle, balancing genuine neighborly generosity with clear protection against theft.
The instruction that God Himself walks in the midst of the camp explains the underlying logic behind even the most practical, mundane regulations in this chapter. Ordinary daily life, down to camp sanitation, mattered because it happened in the immediate presence of a holy God who was genuinely, personally there among them.
