Moses forbids sacrificing any animal with a blemish, and addresses how to handle someone accused of idolatry within Israel’s towns, requiring careful investigation and the testimony of at least two or three witnesses before anyone can be put to death, specifically forbidding execution on the testimony of a single witness. The witnesses themselves must be the first to carry out the sentence, ensuring they take their testimony seriously enough to bear personal responsibility for its consequences.
For especially difficult legal cases too hard to judge locally, Moses instructs that Israel bring the matter to the priests and the judge in the place God chooses, and follow their ruling exactly, without turning aside to the right or the left, under penalty of death for presumptuous refusal to submit to their judgment. Moses then anticipates a future request for a king, permitting it as long as that king is chosen by God from among their own brethren, rather than a foreigner.
Moses gives specific restrictions for this future king, that he not multiply horses for himself, nor return the people to Egypt to acquire them, nor multiply wives to himself, “that his heart turn not away,” nor greatly multiply silver and gold for himself. Instead, this king is commanded to write out a personal copy of God’s law and read it all the days of his life, that his heart not be lifted up above his brethren, and that he and his children may continue long in his kingdom.
Long before Israel ever had a king, God already laid out clear boundaries meant to protect that future ruler from the exact temptations power tends to create, excessive wealth, military buildup, and personal indulgence. Real accountability, according to this chapter, was built in advance, before any actual crown ever existed.
